Introduction

  • To carry out the necessary studies to determine the medium- and long-term strategies and policies of the administration and to set its objectives within the framework of national development strategies and policies, annual programs, and the government program.
  • To develop performance and quality criteria in matters within the scope of the administration’s duties and to perform other tasks assigned within this framework.
  • To collect, analyze, and interpret information and data related to management, service development, and performance of the administration.
  • To examine external factors affecting services in areas falling under the administration’s responsibilities, to conduct internal capacity research, to analyze the effectiveness and satisfaction levels of services, and to carry out general research.
  • To perform services related to management information systems.
  • To provide secretariat services for the Strategy Development Board, if established within the administration.
  • To coordinate the preparation of the administration’s strategic plan and performance program and to consolidate their results.
  • To prepare the administration’s budget, including projections for the following two years, in accordance with the strategic plan and annual performance program, and to monitor and evaluate the compliance of administrative activities with these documents.
  • To prepare a detailed expenditure program within the framework of budgetary principles and rules to be determined by legislation, and to ensure that appropriations are allocated to relevant units, taking service requirements into account.
  • To keep budget records, to collect and evaluate data on budget implementation results, and to prepare the final budget account and financial statistics.
  • To accrue the administration’s revenues in accordance with relevant legislation and to carry out the collection and follow-up of receivables.
  • To carry out accounting services in administrations not covered by the general budget.
  • To prepare the administration’s activity report, also taking into account the unit activity reports prepared by spending units.
  • To prepare summary schedules related to movable and immovable properties owned or used by the administration.
  • To coordinate the preparation of the administration’s investment program, to monitor implementation results, and to prepare the annual investment evaluation report.
  • To carry out and finalize the administration’s financial affairs and transactions that need to be followed up with other administrations.
  • To provide the senior manager and spending authorities with necessary information and consultancy on the implementation of financial legislation and related regulations.
  • To perform ex-ante financial control activities.
  • To carry out studies for the establishment, implementation, and improvement of the internal control system, and to make the necessary preparations to enhance the effectiveness and efficiency of the senior management’s internal audit function.
  • To perform other duties assigned by the Minister and/or senior management.
